I have run Ws98se on systems like that, and also I have run linux distros
on such. IMO or experience, graphical linux apps and Xwindows is not
quite as 'lean' as W98, especially a W98 slimmed down to the W95 explorer
and other tricks such as in the free 98lite strategies.

People report running 98lite on 20 meg ram 486 dx 66.

You will have more options with linux distros if you had a system with
some more horsepower in the form of ram and cpu. A lot of linux distros
run leaner than XP, but not many as lean as W98 with the 98 win explorer
replaced with the 95 win explorer.

DSL uses fluxbox & joe's window manager, which helps a lot.
