You may have to delete the Data key in the registry, with Word closed. When
you restart Word, the key will be recreated with the factory default
settings, but hopefully it you will will then be able to set the desired
option.
If you frequently lose your options, you may want to create AutoNew and
AutoOpen macros in your normal.dotm file setting the desired options. In
particular, you would want to include this code (in each of those two
macros):
Options.DisplayPasteOptions = True
