This is a bit of a long shot, but I would try this:
In Internet Explorer 7, click the Tools button, click
Internet Options, click the Advanced tab, clear the Use TLS v1.0
check box, and then click OK.
Another thing you could try is in a command window *just* after
requesting the update, execute the
netstat
command. Then in IE7, see if you get a proper certificate
indication. I tried
https://ofx.firstib.com/
but that wasn't it. The point would be to try an https connection
with both your computer and a different computer. They should both
get a valid certificate indication and the same error page from the
server -- an error is expected since that is not how the OFX server
was expecting to be accessed.

I wonder if during your tests, you could avoid the problem of having
too many failed login attempts by logging on to the bank's website
correctly between tries. I don't know if they use the same
authentication server for the OFX signin vs the web signin or not.
