What version Publisher are you using? Will all the stuffers be the same?

Page setup, width 8.5, height, 3.5. If you are using 2007, click Advanced on the
right pane in page setup, select multiple pages per sheet, type the
measurements.
This will create three stuffers per page.

Is this what you are trying to accomplish? Number nine envelope measures 8.875 x
3.875, using the above measurements will allow the stuffers to fit easily.
