Because "Access Help" covers about a zillion possibilities, your question is
non-specific. Writer (in Open Office) or Word (in Microsoft Office) are probably the best suited. You could also do it in Access (but don't get WSIWYG functionality) by creating a table for each level of listings, and then linking them and then doing a report and (a) sub report(s).
