When I click on the mail icon in IE 6.0, nothing happends. I am using Office
Outlook 2003 but it doesn't come up. I can start it up from it's own exe but
not via IE. Does anyone know what the problem could be?

Control Panel | Add or Remove Programs | Set program access and defaults
make sure Outlook 2003 is the default mail program.
