Hi,
Is a third-party security program deleting cookies on restart? Look through settings of all security/privacy programs. One example: At one point (months ago) the cookie manager feature of CCleaner caused problems with IE7. An update to CCleaner fixed this. If CCleaner is installed, update it or uninstall/reinstall. Have you customized Privacy settings? Try a setting of medium, low or accept all.
