Home page does not open in new tab despite following instructions

Hello. I am trying to change two IE7 behaviors, without success (on Vista
Ultimate):

1. When I click on a link on my home page (whether the protocol is http or
https) I get the linked page opening in a new window instead of replacing the
homepage in the same tab, same window. If I right-click on a link on my home
page the option to open in a new tab is disabled (grayed out). Once I am at
any random webpage on the internet, opening new pages works as you would
expect according to the current settings. In other words, I can open pages in
new tabs from the context menu, or if I just click on a link it opens in the
same tab.

2. When I open a new tab, it is blank. If I click the home button it opens
my home page in an entirely new window, not in the current tab, as I would
expect, nor even in a new tab of the same window. Same is true for Alt-Home.

Both of these things work as desired if I run IE7 using the "run as
administrator" option from the start menu. That is, if I run as
administrator, my home page is displayed in each new tab and links that I
follow are not forced to appear in a different window than my home page. I am
wondering if this is some kind of security feature. The settings for tabbed
browsing are the same in the copy of IE which is running as administrator.

Here are things I have tried in order to fix these problems:

1. In Tools > Internet Options > Tabs - Settings
I have checked "enable tabbed browsing" and below that I have checked "Open
home page for new tabs instead of a blank page". I have done this many months
ago and the computer has been rebooted many many times since then and the
setting is still set this way but does not seem to produce the requested
effect.

Other settings of interest on this same page are:

Always open pop-ups in a new tab.

Open links from other programs in a new tab of the current window.

2. I have checked the box that says "do not show this information anymore"
or something like that when a new tab shows the introductory message about
tabbing. Following checking that box, I now get a blank page when I open a
new tab.

3. I have verified that the registry words below are present and have the
desired values:
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\TabbedBrowsing\UseHomePageForNewTab = 1
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\TabbedBrowsing\ShowTabsWelcome = 0
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Main\RunOnceComplete = 1
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Main\RunOnceHasShown = 1

HKEY_CLASSES_ROOT\TypeLib\{EAB22AC0-30C1-11CF-A7EB-0000C05BAE0B}\1.1\0\win32
= ieframe.dll

4. I disabled all currently loaded add-ons and restarted IE. No change.

5. I disabled all add-ons ever loaded by IE and restarted IE. No change.

6. Running IE in no-Addons mode solves the problems. This is odd because you
would think one of the above two steps should have the same effect.If it is
an add-on conflict I had hoped to use steps 4 and 5 above to isolate the
particular add-on causing the problem, but as you can see that is not working
as planned.

Can anyone suggest what else to try?

That *is* interesting. Are you running a third-party program which might be
affecting the way windows open, but is not a browser add-on? The program
WindowBlinds caused problems with IE7 at one time. I don't know if it still
does. I've seen a few reports that NWIZ.exe (NVIDIA) can cause odd behavior
with windows/tabs.

Try disabling any unnecessary program which might possibly be involved.

Not that I know of. This has not worked properly from day 1. The computer is
a new
Dell with ATI Radeon video card, not nVidia.

I don't have any anomalies with other programs and the tabbed browsing
works normally
with every page except my home page, which seems exiled to be in a window by
itself. I seem
to recall vaguely once receiving a message that said that my home page was
in a different security level than web pages and therefore it wouldn't open
the web pages in the window, but unfortunately, I didn't write it down and
have long since forgotten the details and context.
Does anyone know of anything like this? I've been through the security tabs
but not yet found anything that looks implicated....

Hmmm. I'm mystified as to what program might be expected to be involved. Are
there any browser add-ons which wouldn't be listed explicitly in the browser
add-on list in IE?

It seems really wierd to me that it would fix the problem to run IE in
"no-addons" mode from the system tools menu but not fix the problem to
manually disable all add-ons and reboot the computer. Suggests that some
add-ons are not in the list... or something is different.

Now, after all that disable and re-enabling it is really messed up and won't
display many webpages properly (buttons load and then the text on the button
gets replaced by a little box and the button doesn't work). Wierd. Can't find
IE in either the programs list or windows features list in order to try
uninstall/reinstall.....

No, because it won't let me add anything to "trusted sites" unless it uses
https protocol. My web page uses file:// protocol because it is a simple html
page of my own making on my own computer. I do trust it, but IE cannot bring
itself to trust it.
I'm not running a web server on my computer and don't wish to at this time,
so I cannot serve the page with https protocol.

I did try setting both internet and files to have "medium" protection but
this did not help.

I did not upgrade from XP - this was a fresh Vista install. Also there are
no sites
currently listed in trusted sites so nothing to remove. I'd love to put my
home page there, but as I explained, it won't let me.

But I suspect you have homed in on the problem, so to speak. Any idea how to
make an html page on my computer be a trusted site?

Thank you for all the suggestions. I'm working through them now and I'll let
you know what happens.

I suspect the issue has to do with the fact, as pointed out by Don Varnau,
that my home page (an html file on my computer) is not a trusted site.

The problem goes away when running the "no-addons" version from the system
tools menu or when IE is "run as administrator". The problem persists when IE
is run normally despite disabling all addons. As a result, it would seem that
none of the addons which could be explicitly disabled are causing the
problem. The problem persists after disabling all addons, even after an IE
restart or computer reboot.

Yes. I hit the reset button and the behavior is unchanged.

Nothing I haven't tried on this page.

Also tried everything on this page.

Thank you for those suggestions. My best guess remains that it is related to
the trusted site problem.

Hi,
This may be an issue with Protected Mode or Zone Elevation. IE7 isn't
allowing the local HTM file to open an internet site in the same window- one
of the points in http://support.microsoft.com/kb/931954/en-us

Try taking your homepage out of the Local Machine Zone by:
1. Giving the page the Mark of the Web
http://msdn2.microsoft.com/en-us/library/ms537628.aspx
2. Renaming the file from .htm to .hta. HTA files aren't as restricted

Or, Internet Options> Security> Internet Zone, try unchecking "Enable
Protected Mode" (not recommended.)

Hi,

I've got exactly the same problem with Windows XP and IE 7. I cannot
get the new Tab to open my Home Page and I cannot get the "you've
opend a new tab" screen to stop appearing when i click "Don't show the
page again".

Any Ideas?
