After PC startup, I bring up IE and after it opens the whole screen goes white.
Wondered what the .... was going on. Did the ctrl/alt delete thingy and it
said Blank Page so turned it off. But it keeps happening while using PC at
the most annoying times like in the middle of a game. It frustrates all 3
users in our house.
Any way we can stop it in the settings or does a reinstall help?

Your symptom description so far can be explained as
1. Home page = about:Blank
2. Saved window mode = Fullscreen

Press F11 and see if your symptom changes?
If so, close that window in that (normal) mode.
