Outlook 2003

I have several problems with Outlook 2003, they are as follows:
1. Windows XP Pro and all programs except Outlook 2003 run like greased
lightning. Outlook runs so slow that it is unusable and I can't figure out
why.
It is installed on a new Dell laptop Inspiron 1520 ---- HELP

2. On my Desktop HP Vectra 1.8Ghz with Windows XP Pro and Office 2003
installed; I shut down Outlook like I always have but when I try to open it
it won't
open (doesn't run the executable). I reboot the computer and then open
Outlook
and it's like all is right in Oz and Outlook runs perfectly. When I am
through I
close it and when I try to open it again it won't open (doesn't run the
executable).
Reboot and it runs. I have repaired it, reinstalled it, removed it and
reinstalled it
to no avail and no one in my computer users network (friends or associates)
have
a clue.

2) Its probable that OL is not closing properly, check Task
Manager>Processes Tab for Outlook.exe
Usually caused by a plug in / sync software / fax or other intgrating with
OL - repair/reinstall wont help, you need to remove the offending article
1) Youve run Detect/Repair, was OL an upgrade, win/office is updated?
