When I attempt to enter a transaction for my CD (which I recently redeemed),
I get a message box that pops up and says "This transaction cannot be
entered."

I would make a repaired version of the Money file with
File->RepairMoneyFile->StandardFileRepair level 2.

Is this a CD set up as a separate Bank Account or is it a CD in an
investment account?

It is a CD in an investment account.

I assume that you haven't recorded (or are unable to record) the redemption
as yet in Money. If that's the case, try recording a sell instead of
redeeming it.
