Can receive, but cannot send email

Like everyone else it seems, I cannot send emails. The problem just started
today, I've been able to send emails for years. I did not have anything new
installed on my PC, and I even tried a System Restore, going back three days
in time. I am still not able to send emails.

The following is the complete error message that I get: "An unknown error
has occurred. Account: 'pop-server.roadrunner.com', Server:
'smtp-server.roadrunner.com', Protocol: SMTP, Server Response: '421
mta11.adelphia.net connection refused from [74.79.76.42]', Port: 25,
Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67"

I've chatted with Roadrunner and they say it is an Outlook Express issue,
which I find hard to believe.

Can anyone provide some help? Thanks in advance for your consideration.

It is not an OE issue. The mail server *rejected* the connection and
did so because of your IP address. For some reason that
RoadRunner/Adelphia only knows, their mail host won't accept outbound
e-mails from that particular e-mail address. It is a server-side error
regarding an aborted mail session, not a client-side error. Their mail
server says it doesn't like your IP address.

Did they maybe change to requiring a different port number than 25, like
now they want you to use 587 (like Comcast is doing to their customers)?
Too often the 1st-level techs that you reach in a support call are too
stupid to catch the change in port number, or their own company hasn't
bothered to inform them of the change (and also not bothered to inform
their customers).

Vanguard, thank you very much for the advice. I suspected it was
Roadrunner/Time Warner, but their first level was so sure it wasn't them. It
is frustrating just getting through to them, and then listening to what they
have to say. When they're helpful, it's great, but when they don't know an
answer and pawn it off somewhere else, it makes one angry. I will check it
out and let everyone know. Thanks again for your help.

A way to test (and prove it is their problem) is to telnet to the mail
host instead of using an e-mail client. In a DOS shell, run:

telnet <smtphostname> 25

You should see a welcome line (enter 'quit' to exit the telnet session).
You just want to see if their SMTP mail host will permit a connection
from your host (using the IP address that the e-mail client reported
back from the mail server regarding their rejection).

When you mention telnet, it is likely the 1st level tech will realize
they are out of their depth and won't find a canned response in their
scripts. If you do get a successful connect to their mail host, you
will need to enable the troubleshooting log in OE to see at what command
sent from the e-mail client that the mail host then rejects it.
