default mail program (outlook express 6) does not stay as default

Each time I open oe, I must go to "send/receive" and click on
"mail.psyber.com(default)" which is my default mail server in order to allow
access to my e-mail. Once i do this it immediately downloads my mail.
actually I must do this everytime i want to get new mail whether or not i
just opened oe. This is a recent issue without doing any recent upgrades.

Make OE the default e-mail client:
