Can a program be beamed from one PPC to another the same way they can

Only if you store the program's .cab file (the progranm's installer file)
on the device. (I keep my important programs in a "cab" directory on my
storage card in case disaster strikes and I have to hard-reset on the road.)

I have, on occasion, beamed cabs to a friend's WinMo device.

Theoretically you could beam a program's .exe file to another device if the
program was simple enough to run enirely from that .exe with no support
from other installed files and made no registry changes.
