If you just mean a slip of paper announcing some event, you don't really
need a template. Just measure the envelope and create your insert to fit within that size. What version Publisher are you using? Will all the stuffers be the same?
Page setup, width 8.5, height, 3.5. If you are using 2007, click Advanced on the right pane in page setup, select multiple pages per sheet, type the measurements. This will create three stuffers per page. Is this what you are trying to accomplish? I would start with an 8½ x 11 blank, draw two lines to divide the page in
thirds (could be on the master page or not), create one design in one-third of the page, group it, copy and paste it into the other two sections. Print it and cut it with a paper cutter.
