Permissions problem

When I run a certain SQL server process, I see the following in my filemon log:

4:56:52 AM sqlservr.exe:1232 QUERY FORMATION
C:\DOCUME~1\NETWOR~1\LOCALS~1\Temp SUCCESS Attributes: D
4:56:52 AM sqlservr.exe:1232 CREATE
C:\DOCUME~1\NETWOR~1\LOCALS~1\Temp\JETE108.tmp SUCCESS Options: Create
Access: 0013019F
4:56:52 AM sqlservr.exe:1232 QUERY INFORMATION
C:\DOCUME~1\NETWOR~1\LOCALS~1\Temp\JETE108.tmp SUCCESS Length: 0

Strange thing is, the folder referred to (
"C:\DOCUME~1\NETWOR~1\LOCALS~1\Temp") seems not to exist. When I log in on
the administrator account via remote desktop, and look at the file system, no
such folder is visible (even allowing for truncation of the name; I assume
the complete path would be"C:\Documents and Settings\Networ[something]\Local
Settings\Temp").

Perhaps the problem is this folder is only visible to the account under
which SQL server runs. But I can't tell what account that is, and it does
not seem to be an account with a login on the server. (The system has a
typical 5 CAL license.)

I need to somehow change the permissions on this non-existent folder. How
can that be done?

Is this totally obvious to everyone but me? Where is this documented?
