Creating a User Profile template

I just tried this for the first time and got mixed results. Not all
settings showed up when I tried the new profile. This is on Server 2003
with the workstation being XP. This is what I did:

- created an account called profile
- logged in as profile and set the Desktop, etc the way I wanted it. One of
the things I set was the wallpaper. I created a BMP file and saved it to My
Pictures, and then chose that with Display Properties.
- I then logged in with an admin account and, from System
Properties>Advanced>User Profiles, I copied the profile for user "profile"
to \\Server\profiles\AnotherUser
- Set the Profile Path for AnotherUser to \\Server\profiles\%username%
- logged in as AnotherUser

Everything looked good except a couple things; The BMP file was in the My
Pictures folder but, it did not show up as the Windows wallpaper. When I
checked the wallpaper settings in Display Settings, it was listed as the
current wallpaper. Weird. So I browse to it and select it, and now it
shows.
Also, in My Document, I created 2 sub-folders; Excel Files and Word Files.
And set Excel and Word's respective "File Location" options to those
folders. (I tested that to make sure it worked while logged in as
user=profile) But, that didn't get carried over when AnotherUser logged in.
Is this expected behavior? Or did I do something wrong?
Thanks
