Important is that the time source is the PDCEmulator. Did you configure it to use an external time source or just set the time on it? To configure it for an external time source you can use this: PDCEmulator: w32tm /config /manualpeerlist eers /syncfromflags:manual /reliable:yes /updateWith "peers" you can set the time source, either DNS name (time.windows.com) or an ip address from a reliable time source.
