Remote Shutdown

Can anyone tell me what an access denied(5) error indicates from a
shutdown command on a WS2K3 x64 box ? Both boxes are running as
administrators.

If I recall correctly, remote shutdown could well be denied under local, or
domain group policy for servers.

Personally, I leave all my servers on all the time.
