Each time I attempt to open word I receive the following message: The command
cannot be performed because a dialog box is open. Click ok, and then close
open dialogs to continue.

You didn't indicate the version of Word you are using but the common culprit
of this is using Word as your Email Editor in Outlook. If that's the case,
the only solution is to not use Word as your email editor in Outlook. :-(
