What is C:\Windows\Downloaded installations\ used for & Can I delete any of it?

My little XP laptop needs some disk space housecleaning.

There is a C:\Windows\Downloaded installations\ has 3 cryptivally named
folders in it that add up to 70MB.

Is there any way I can delete them?
