When I shutdown my PC, a balloon popup now appears telling me what each
option means (Turn off, Restart, StandBy). This didn't appear before.
How do I disable these balloons?

Take a look at the first few sites listed in this Google search.

Keep in mind that you may have to log off and back on for the change to take
place.

You can also disable Balloon Tips through TweakUI from Microsoft.

Microsoft PowerToys for Windows XP
http://www.microsoft.com/windowsxp/d...powertoys.mspx

Direct Download of TweakUI
http://download.microsoft.com/downlo...ertoySetup.exe

Once the program is installed, go to Start -> All Programs ->
Powertoys for Windows XP -> TweakUI.
Click on Taskbar and Start menu in the right hand column.
Remove the check mark from the box next to Enable balloon tips.
Click OK.
