Dual Monitor Que's

1. Is it possible to set up dual monitors so that whatever is up on
monitor 2 does NOT minimize when opening the desktop?

2. How to keep all of the icons locked on to monitor 1 at startup?
Sometimes a few of them stray over to the secondary monitor (2)
