Did you do all the updates after SP2? Do those first. For a big-bang USB fix. Open Control Panel / System / Hardware / Device manager and uninstall all USB root hubs. (Don't panic - they all come back after a reboot). I find this an excellent way to clean up a confused USB driver chain kernel table. Note: unplug ALL USB devices before doing this - then put them back in 3 Minutes after the reboot - ONE at a time. One of these will be your iPod, and it should install nicely. Hope that helps.
