You can use the Files and Settings Transfer Wizard, or copy the entire
profile folder manually, whilst logged-on as a third (Admin) user.

In either case, you may hit problems with (badly-written) programs which
create 'absolute' references to locations inside the userprofile. These will
continue to reference, or to store data in, the old folder. Thus, I do not
recommend moving userprofiles.

When setting-up a new PC, especially a laptop, then I always try to grab it
and create a generic profile called 'user' before someone else creates a
'personally-branded' account. For single-user computers this avoids a load of
grief.

You must log into the new account once before you can copy anything to it.
