NT Backup not resetting the archive bit

Windows XP Pro-SP2 - The Backup utility does not reset the archive
flag after performing an Incremental backup IF you also include a
backup of the System State data. This is very disturbing because the
daily backups I have scheduled are then quite large. I also noted
that an entry is generated in the Event log indicating some type of
error with System Restore [???] at the same moment the Backup begins.

Eliminating the System State data from the backup permits the
Incremental backup to function correctly and no errors hit the Event
log. Very strange, and very annoying.

This is ntbackup.exe you're referring to correct?
