Because it's broken. Seriously, there is no way anyone can help you with
so little information. Do you have the problem with only one program
(which one?) or all programs? What is the answer to these questions:

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

This happens to several programs on my desktop computer, some will
close and a few decide to fail to close...

Let me try it and see if it is happening to more thanone program or
particular ones and which ones it happens to. I will try several
things, just give me some suggestions as what to look for... and
thanks.
