cmd.exe - must end task when shutting down / logging off

Every time myself or any of my users log off or shutdown our
workstations, we get the box that pops up asking us to end task. The
application in question is always cmd.exe. Does anyone know the cause
of this? I am thinking that it is a patch that could be causing this
issue. Any information you can give me or troubleshooting advice
would be greatly appreciated.

I disabled everything in my startup group with no success. I ran
security task manager to see if there was anything running that
shouldn't be and I also ran process monitor and there were no hits
with cmd.exe process or using the path of c:\windows
\system32\cmd.exe. When I open the command prompt with the filter
running I can see all kinds of data being collected, but once I close
the command window, no more data shows up, which is wierd since
windows sees it as running, hence the reason having to end task when
logging off / shutting down. Any other troubleshooting ideas would be
greatly appreciated.
