Excel 03 Sheet to PDF No Tags

What are the correct PDF settings for converting an Excel 03 worksheet to PDF to include HTML table tags. The default settings produce a PDF, that when output by Acrobat 7 to HTML 4.01 CSS creates a blank Web page when added to Dreamweaver CS3 or opened in IE.

Directly converting to .htm in Excel creates too large and unwieldly web document. I have done this successfully in the past but something is broken.
