I didn't bother to try this, but what you're trying to do just doesn't make sense. The buttons are going to have to be on the page that they're being directed from. I mean, what's the previous page to the Master?

Create your button on the master, but you'll have to release it on every document page for ID to make sense of the instructions attached to it.
