That's the problem. There is a known issue with Vista that prevents ID from opening PM files. Apparently the offending code is included in XP SP3.

I don't see anything, myself, in SP3 that looks essential, and it failed to clear up any problems I was having, so I removed it from my system and just continue to load the security updates as they are issued.
