Are you saying there is no vertical scroll available at all? What happens when you zoom out to entire pasteboard?

It sounds like perhaps the minimum height on the pasteboard has changed to something large. There was a bug in some earlier versions that caused this to happen under certain circumstances that escape my memory today. I think you can correct it by changing the document orientation from portrait to landscape (or vice versa) and back again.
