Adobe tech support had me download and install two Version Cue updates
Adobe Asset Services CS3 3.1.0 update
Adobe Version Cue CS3 Server 3.1.0 update

That fixed my problem with the versioncue3.1.1.dll file not being found, causing Photoshop to close.
