Restrict Access not working

I've created the Register.php, Login.php, and Admin.php pages. The data is
going into my users database so the register and log in page seem to be
working. The access levels didn't work at all. I read on a php site that
dreamweaver has a problem with php. Any validity to that? So now the Restrict
Access to Page is not working.

Here's where I'm at. There is an invisible field for the Admin manager to
click on. It directs him to a Login page. He logs in and then is taken to the
admin page. (I restricted access to the admin pages using Username and Password
only because the access levels didn't work.) This option seems to work fine,
but there is a problem. I closed my browser, and cleared my cookies just to
make sure, then I went to the website again in my browser. I typed in the
website address and /admin.php just to see if I could open this Restricted page
without logging in and it went directly to the admin page.

I am very frustrated. I followed the directions explicitly. Any breadcrumbs
would be most appreciated!

Sorry, I misspoke. The Restrict Access to Page access levels are working when a
user logs in.

The Problem is accessing the page by typing the name of the file in the
browser (exampe: www.etc.com/admin.php). It someone types in admin.php they
get the page and the restriction doesn't work.

What should I do? I need to secure these pages from savvy computer
programmers!
