When using the closed source drivers, you get best result that you use
the drivers built in dual view mode. Each driver package comes with a
configuration tool, run it, store the config to an alternative file,
then merge the settings in one file.

Don't forget that using dual view will decrease the performance of the
graphics card (Your quake won't get as much fps as it would do in single
view).

In your case I think your AMD graphics card isn't supported by the open
source driver.

Wrong.

You snipped this bit:

>> 04:00.0 VGA compatible controller: ATI Technologies Inc RV280 [Radeon 9200 PRO] (rev 01)
>> 04:00.1 Display controller: ATI Technologies Inc RV280 [Radeon 9200 PRO] (Secondary) (rev 01)

That's R200 series, which is supported.
