Missing files to execute programs

I think I'm missing some files to execute programs. When I tried to do a
"system restore", I was able to go as far as "system restore" when a screen
popped up asking me to "choose a file you want to open this file --
RSTRUL.exe".

The same thing happened when I installed a new program from the CD, the
screen popped up asking me to "choose a file you want to open this file" --
whatever the exe file was.

Am I mssing a system program? I've run into some problems with missing
"RUNDLL32.exe". What would be the best way to replace that, if that's the
problem?

Fix the .exe association:
