I had downloaded SP3 off of softpedia the first day that is was release by
microsoft and have since installed in on 4 windows systems. Did they change
it much?? Should I uninstall and reinstall the re-release.

It depends on what you got. Just because you got it from softpedia does
not mean its a pre-release.
If you do START|RUN|WINVER and then enter you should get the following
version. Version 5.1 (build 2600.xpsp.08041-2111 : Service Pack 3)

If you got the RTM version - not an RC1, RC2, RC2 Refresh, etc - it did not
change.
Once it was RTM, it stayed RTM.

Start button --> RUN --> WINVER --> OK...

Version 5.1 (Build 2600.xpsp.080413-2111 : Service Pack 3)
