What is that "tsssh" sound that happens as I'm mousing and using XP
pro? Is there an identifier for it in the "sounds and audio devices
panel" that I can turn off?

Have you checked to see what is set in 'sounds and audio devices'?

Yes, Look at the list on the sounds tab, each sound that has been
identified with the little speaker icon has a wav file associated with
it. Highlight one, click the > button right next to the browse button
and play it.
If it sounds like your sound you don't like, turn it off, hit the apply
button, and see if it cures the problem.

Sorry, don't think there is an easier way.
